La política exterior venezolana a lo largo de su historia había sido importante palanca para procurar la estabilidad
política interna y para obtener reconocimiento internacional; ello incluía una política exterior de cercanía con los
Estados Unidos. Con la llegada de Hugo Chávez al poder se rompe con ciertos principios propios de dicha tendencia,
y el Presidente Chávez se convierte en uno de los críticos que vocifera más fuerte en contra del papel de los Estados
Unidos en América Latina y en el mundo. Se le considera responsable de la desigualdad, la pobreza y violador de la
soberanía de algunos países. Sin embargo, a pesar de las críticas la relación comercial con Estados Unidos parece
intocable al punto de desarrollar una dependencia de la “exportación de su preciado oro negro” a aquel país, como
nunca en la historia. El presente artículo habla de esta política contradictoria.

Resumen en otro Idioma | Venezuelan foreign policy throughout its history had been an important lever to ensure domestic political stability
and international recognition; that lever included a foreign policy of proximity to the United States. With the coming
to power of Hugo Chavez this trend is broken, and President Chavez became one of the strongest critics who ranted
against the U.S. role in Latin America and in the world. The United States is considered responsible for inequality,
poverty and violation of sovereignty in some countries. However, despite the criticism, the trade relationship with the
United States seems untouchable to the point of developing a dependency on the “export of the precious black gold”
to that country as never before in history. This article discusses that contradictory policy. - Tout au long de son histoire, la politique étrangère vénézuélienne avait été un levier important pour assurer la stabilité politique interne du pays et pour obtenir la reconnaissance internationale; cette politique comprenait la proximité avec les États-Unis. Après son arrivée au pouvoir, Hugo Chavez rompt avec certains principes inhérents à cette tendance, et il devient l’un des critiques les plus virulents contre le rôle des États-Unis en Amérique latine et dans le monde. Dans cette perspective ils sont considérés comme les responsables de l’inégalité, la pauvreté et un violateur de la souveraineté de certains pays. Cependant et malgré les critiques, la relation commerciale du Venezuela avec les États-Unis paraît intouchable, jusqu’au point d’avoir développé une dépendance, comme jamais dans l’histoire, de «l’exportation de son précieux or noir» à ce pays. Cet article expose cette politique contradictoire. |
