| dc.description.abstract | Las políticas públicas han alcanzado en los últimos años en Latinoamérica
un potencial de desarrollo, especialmente en lo relacionado a los aspectos teóricos, y la
conformación de redes para estimular la investigación en el área a la vez de lograr un
mayor soporte teórico en la gestión endógena para la promoción de cambios y reformas
en el Estado. Ello, se nos presenta pertinente para analizar la situación de las políticas
públicas agrarias de tierras y ambientales en Venezuela referentes a las tierras con
vocación de uso agrario y a la preservación del medio ambiente conjuntamente. Cuyo
fi n es asegurar el desarrollo agrario. Desde la Conferencia sobre el Medio Ambiente
Humano, celebrada en Estocolmo en 1972 y la Cumbre de Río en 1992, lo relativo
al medio ambiente ha desarrollado enorme importancia para enfrentar los problemas
del deterioro ambiental en Venezuela. Como consecuencia de ello, encontramos los
profundos cambios que se han suscitado en benefi cio del ambiente y por ende del
sector agrario, luego de la aprobación de la Constitución Bolivariana de la República
de Venezuela del año 1999, de la nueva Ley de Tierras y Desarrollo Agrario de 2001 y
de la Ley Orgánica del Ambiente de 2007. | es_VE |

| dc.description.abstract1 | In recent years in Latin America Public policies have achieved a development
potential, especially as it relates to the theoretical aspects, and the formation of networks
to stimulate research in the area at the time of achieving a more theoretical support in
managing endogenous policies to promote changes and reforms in the state. It is relevant
for us to analyze the situation of public policy and environment in the agricultural land in
Venezuela, relating the agricultural use of the soil with the preservation of the environment;
with the aim of ensuring agricultural development. Since the United Nations Conference on
Human Environment held in Stockholm in 1972 and the Rio Summit in 1992, environment
has become an enormously important issue to address the problems of environmental
degradation in Venezuela. Following the adoption of the Constitution of the Bolivarian
Republic of Venezuela in 1999, the new Law on Land and Agricultural Development 2001
and the Environmental Organic Law of 2007, we fi nd the deep changes that benefi t the
