| dc.description.abstract | Los reglamentos, como una de las fuentes más importantes del Derecho Administrativo,
han tenido poco desarrollo doctrinario, a pesar de su abundante producción, en los
diferentes niveles de gobierno. En tal sentido, la investigación tiene como objetivo
el estudio y análisis de este importante instrumento jurídico, conforme los términos
de una investigación descriptiva documental o bibliográfica. Bajo esta perspectiva,
se estudian los reglamentos, en forma detallada: su conceptualización y tradicional
clasificación en reglamentos ejecutivos y reglamentos autónomos, incluyéndose los
reglamentos orgánicos y los reglamentos universitarios, sobre estos últimos se llega
a la conclusión de su carácter o rango legal. También se analiza la compleja
distribución de la potestad reglamentaria, en los diferentes ámbitos del poder y se
detalla el procedimiento de formación de los reglamentos. Por último, se desarrolla
la publicación y la peculiar extinción de los reglamentos. | es_VE |

| dc.description.abstract1 | The regulations, as one of the most important sources of Administrative Law, have
had little doctrinal development, despite their abundant production, at the
different levels of government. In this sense, the research aims to study and
analyze this important legal instrument, in accordance with the terms of a
documentary or bibliographic descriptive research. Under this perspective, the
regulations are studied in detail: their conceptualization and traditional
classification in executive regulations and autonomous regulations, including
organic regulations and university regulations, on the latter, the conclusion of
their character or legal rank is reached. The complex distribution of regulatory
power is also analyzed, in the different spheres of power, and the procedure for
forming the regulations is detailed. Finally, the publication and the peculiar
