| dc.description.abstract | La Seguridad Social fue determinante para la aparición del Estado de Bienestar o Estado Social de Derecho: Este derecho humano se encuentra dentro de los derechos económicos, sociales y culturales y está consagrado en normas de rango supraconstitucional y constitucional. Se puede observar que el artículo 86 de la Constitución de la República Bolivariana de Venezuela es programático e impone una obligación inmediata al Estado, al consagrar "(...): El Estado tiene la obligación de asegurar la efectividad de este derecho, creando un sistema de seguridad social (...). Desde la entrada en vigencia del nuevo texto constitucional, hasta la presente fecha se puede observar que el Estado venezolano, ha transgredido el artículo 86 constitucional al no poner en operatividad el sistema de seguridad social, ocasionando el no - cumplimiento de los fines del Estado. | es_VE |

| dc.description.abstract1 | Social Security was a decisive factor for the appearance of a Wellbeing Sense or Social Welfare State: This human right is found within economic, social and cultural rights and con?rmed in supraconstitutional and constitutional status rules. Article 86 from the Bolivarian Republic of Venezuela Constitution is programmatic and it imposes the State immediate obligation by stating: "(...): The State is under the obligation of ensuring the effectiveness of this right by creating a social security system (...)." Since the new constitutional text came into effect up until the present day, the Venezuelan State has broken the constitutional article 86 by not putting into practice the social security system.
