Para entrar en una discusión con sentido habría que definir con precisión los términos que dan título a este trabajo. Lo que entendemos por Estado y por Cultura. Proponemos que en vez de tratar de definir con precisión lo que es el Estado nos aproximemos a lo que concebimos cuando hablamos de Nación. Pues nos parece que el Estado hunde sus raíces en la Nación. El Estado es la nación organizada consciente y políticamente, y ésta no es solamente un grupo de seres humanos que viven en un mismo territorio y tienen en común un idioma, costumbres, religión, ritos y leyes. La nación se configura y se estructura plenamente en la universalidad del Derecho, de la que surgen sus instituciones fundadas en los valores, cuyo descubrimiento, transmisión y conservación son tarea indeclinable de la escuela en su primordial propósito de educar a las personas para que sean capaces de pensar por sí mismas y a la vez capaces también de hacer prevalecer la justicia.

What we understand for State and for Culture.We propose that instead of trying to define what is the State accurately we approach to what we conceive when we speak of Nation. Because we find that the State sinks its roots in the Nation. The State is the conscious organized nation and politically, and this is not only a group of human beings that live in same territory and they have a language, customs, religion, rites and laws in common. The nation is configured and it is structured fully in the universality of the Right, of which their institutions been founded in the values whose discovery, transmission and conservation are unrefusable task of the school in its primordial purpose of educating people arise so that they are able to think for themselves and at the same time capable also of making prevail the justice. |
