La administración territorial en el último tercio del siglo XIX venezolano fue objeto de diversas discusiones que se fundamentaron en ideas
sobre la conservación de las autonomías de los estados, las pugnas de los caudillos regionales por el control del poder político y el interés del
Estado nacional guzmancista y post-guzmancista por imponer y consolidar la centralización del poder, que facilitara la implementación del proyecto nacional liberal.
