Se realizó un estudio descriptivo del sistema de vigilancia epidemiológica de la Encefalitis Equina Venezolana, en los Estados de Venezuela considerados de alto y mediano riesgo, en función a los atributos que definen su calidad. La metodología empleada incluyó entrevistas personales y telefónicas con los representantes del nivel nacional del Ministerio de Salud y Desarrollo Social, Servicio Autónomo de Sanidad Agropecuaria, Instituto Nacional de Higiene Rafael Rangel, Instituto de Investigaciones Veterinarias; así como también, se elaboró una encuesta para recolectar información relacionada con las actividades que realizan los niveles locales y regionales de las instituciones mencionadas. La información fue analizada mediante el diseño de un flujograma que permitió conocer el actual funcionamiento del sistema, e identificar los nudos críticos que inciden en la consecución de los objetivos de la vigilancia. Se determinó que el actual sistema aunque es aceptable, representativo, sensible y oportuno, es complejo y poco flexible. A su vez, el análisis de estos atributos permitió formular propuestas dirigidas a fortalecer las actividades, el sistema de información y la coordinación e integración interinstitucional.

Resumen en otro Idioma | A descriptive study of the system of the epidemiological surveillance of Venezuelan Equine Encephalitis was carried out in the Venezuelan states considered to be of high and medium risk in relation to the attributes that define such quality. The methodology used included personal and phone interviews with representatives on the national level of the Ministry of Health and Social Development, the Autonomous Service of Agricultural Health, the National Institute of Hygiene Rafael Rangel, and the Veterinary Research Institute; as well as the elaboration of a survey that was elaborated to gather information related with activities carried out on the local and regional levels of the aforementioned institutions. The information was analyzed by means of a flowchart designed to allow us to know current operation of the system and to identify critical obstructions that impact in the attainment of surveillance objectives. It was determined that the current system, although acceptable, representative, sensitive and opportune, is complex and not very flexible. In turn, the analysis of these attributes allowed for the formulation of proposals directed to strengthening the activities, the system of information and the inter-institutional coordination and integration. |
