| dc.description.abstract | La ponencia explica como la profundización de la democracia venezolana que se impulsó desde los años 80´s implicaba principalmente formalizar y lograr el ejercicio efectivo de las libertades de participación, expresión y asociación en su sentido más amplio y profundo. Que se pretendía algo más que el derecho al reiterado voto universal en elecciones pluripartidistas para la selección de autoridades estatales, conquistado y someramente regulado en la Constitución de 1961. Que aspiraba a la construcción de una sociedad más abierta, transparente, tolerante, inclusiva y solidaria, que permitiera el desarrollo con equidad y justicia. También explica que durante la década de los 90´s se debatieron diferentes concepciones sobre cómo podía lograrse la profundización de la democracia, y que ese debate influyó sobre el Constituyente de 1999 y sobre el pensamiento de los actuales actores políticos. Así expone cómo el discurso de la "antipolítica" logró incidir sobre el vigente régimen constitucional del sistema político venezolano. | es_VE |

| dc.description.abstract1 | This paper explains how the depth of Venezuelan democracy from the 80's onwards implied mainly formalizing and achieving the effective practice of participation, expression, and association liberties in their widest and deepest sense. What was intended was something more than the right to the repeated universal vote in multiparty elections to select state authorities. Something accomplished and strictly regulated in the 1961 Constitution. It tried to construct a more open, transparent, tolerant, inclusive and loyal society that allowed development with equity and justice. It also explains that during the 90's different concepts were discussed about how could depth in politics be achieved. This debate influenced the 1999 Constituent Voting and also influenced the thought of the current political actors. This is how the paper shows how the "anti-politics" speech was able to affect the current constitutional regime in the Venezuelan political system. | es_VE |
